The plugin is based on Bootstrap 4 and provides the most common visual elements from the Bootstrap toolkit. It does not include jQuery or other Javascripts from Bootstrap in order to not interfere with anything else you might have installed on your WordPress website. It simply produces Bootstrap visual object based on CSS. The plugin uses custom style names to not interfere with other plugins you might have installed, doing the same as the Bootstrap styles.
